A woman was “walking” her dog while driving in Stockton, California, and it was all caught on video, infuriating the woman who captured the footage.
Amanda Brajkovich said the woman was holding what she described as a rope out the driver’s side window as the dog ran next to the car, keeping up with the speed of the vehicle, according to Fox40.
Brajkovich was so upset she confronted the woman as she recorded the event on her cellphone, but the woman, who has yet to be identified, said the dog wasn’t being dragged and there was no tension on the dog’s leash, the news outlet reports.
“First thought was ‘oh my god this dog is going to get hurt’ you know, maybe a car’s going to go past him and hit him,” Brajkovich told Fox 40. “You’re going to be a dog owner, a responsible dog owner, then you need to get out and walk your dog you know, don’t be lazy.”
Brajkovich posted the video to Facebook where it was picked up by news outlets. The comments were wide ranging:

My dog likes to run fast and i cant keep up.if i had a golf cart or something and a field i would get him a long leash and run him too. Doing this on public roads is stupid. I never said it was ok. I just said he looks like he’s enjoying the run.
The Stockton Police Department’s animal control department looked at the video and told Fox 40 that “At this point it appears there was no animal cruelty.” They did say that if an officer had witnessed what had transpired, “the driver would have been cited for distracted driving.”
According to California Penal Code 597T “…the leash, rope, or chain shall be affixed in such a manner that it will prevent the animal from becoming entangled or injured…”
A case of animal cruelty? Or at the worse, just plain stupid behavior? Perhaps a legislator will see the video and make this type of “dog walking” illegal? So what do you think?
